Migrating Jira Software from Cloud to Server Does Not Work as documented

I have read every single referenced help page on this and not one of them even begins to answer this question.

At step 3 it says: "Note that during the installation, you will be asked if you have existing data."  That is 100% false.

And step 4 says: "In step 2 of the setup wizard (Application Properties)".  WTH is that?  There is nothing titled "setup wizard" during the install.

Version is Linux 64 bit.  Server install file downloaded just a couple days ago.

I'm completely dead in the water here.
