Migrated JIRA Prod to JIRA Test trouble with Validator Class

I migrate JIRA Prod to JIRA Test both version 6.3.12. When I try to close an issue I get the following error. Any ideas why this may be happening?

Do you have all the plugins installed in the Test as well? If you copied over the Home directory, it should be in there. If not, check UPM to verify.
