Migrate a JIRA site to another JIRA site

Background: I need to export and import my current Jira site to another Jira site with the same plan.

Problem: I backed up my current site, and the downloaded file is named "jira-export.zip". However, there is no button to import zip format files in the import interface.

Hi, 
could be a permissions issue i think. 

With site-admin/org-admin  rights you have this Screenshot 2025-12-22 122217.png

and can import the jira cloud.

Hi @Jack Zhao ,

The reason why you can’t import .zip file

The cloud backup (jira-export.zip) is NOT meant for site-to-site migration.

The Backup manager export is only for:

Disaster recovery

Atlassian internal restore support

And Jira Cloud does not provide a UI option to import ZIP backups into another site

That’s why you don’t see any Import ZIP button.

How migration actually works in Jira Cloud is

To move data from one Jira Cloud site to another, you must use one of these:

CSV import (manual, limited)

Jira Cloud Migration Assistant (JCMA) 

Third-party migration apps ( To Move issues, projects, users, etc.)

Cloud backups cannot be restored by admins into another Cloud site.
