Migrate Users and JIRA issues

We are planning on migrating users from Internal JIRA directory to LDAP. To do this, we are following the below process.

1) Change usernames to match :DAP user ids

2) Migrate user accounts from LDAP internal Directory to LDAP Delegated Directory

When I do the above, I am seeing lots of issues with the JIRA instance. All our issues are still there but I cannot search for any specific issue. Also all user accounts are reporting 0 issues assigned or reported by them.

Is this normal? Do I need to do anything else?

We are also in the plans of using LDAP instead of delegation method? Can I transfer users from internal to LDAP in the same way I did for internal to Delegated LDAP?
