Message Field on Create Screen

Is there any way (plug-in included) to create a message field to provide instructions on the Create screen of a Software project?

Answer accepted

Yes that is possible. You have two message custom field types, one that is only visible when viewing the issue and one that is only visible when creating/editing an issue.

Will either of these work for the Create screen? The descriptions just say Edit and View screens.
