In my project there are tasks which runs for long period and for them I need to measure the percentage of completion on a specific date.
For this purpose I thought to use the Time Tracking option in Jira. If I use it, is there a way to add a chart to the dashboard to show the completed percentage without using paid add-on?

Try adding Progress or Σ Progress columns to the filter results screen. They display the % completion based on time spent/logged.
You can also add them to the Filter Results gadget to display the progress on your dashboard.

To add this to the search result screen:
- go to Filters > View all issues
- click the configure button from top-right corner
- type "progress" and check the Progress field(s)
To add the gadget:
- go to Dashboards
- create a new dashboard or edit an existing one
- click Add gadget and search for Filter Results
- configure the gadget to display the issues from a filter and add the Progress field(s) to be displayed

Time Tracking in my opinion sys nothing on completion percentage.
It tells me that sone many time is written on the issue, even if you made an estimation up front it will still not tell me the completion.
It will only tell me I have spent some many hours of my estimation and I have so many hours left.
the option would be to use an Epic and set Tasks and based on the Task completion, you will see a percentage on the Epic on completion.
