In my agile project we have multiple issue types like epic, user story, requirement, bugs, task, sub-task etc. We use csv file to upload multiple issues to JIRA in one go. We have different screens to create different issue types.  I recently added a new field "Security Requirement".  and added it to Create/Edit User Story screen only. No other issue types use this field. In the default field configuration (used by 8 projects) I made the Security Requirement field as required.

Now even if i am uploading bugs ( or any other issue type which doesnt uses the Security Requirements field.) i get an error "Issue cant be created due to the error/s [Security Requirements: Security Requirements is required.]"

I suspect your field configuration applies to all the issue types in the project.

A field's presence on a screen has nothing to do with whether it is mandatory.

I think that because you didn't mention the field configuration scheme in here to say you had set up different field configurations for different issue types.
