Making conditions to prevent transitioning or linking of issues to Epics in a certain status

hi does anyone have any ideas for this.

my set up is that I have epic that have issues that are linked to it. I would like to have some rules and limits on the transitioning of epic is the issues that are linked to the epic are of a certain status. I would like to accomplish the following. 
-epic cannot transition to closed status if it has an issue that is in the "assigned" or "loaded" statuses. 
-we cannot link issues to epics that are in the "closed" status

*basically we should never have an epic that is in closed status if there are issues of assigned or loaded status linked to it. 

Is there anyway to do this in the workflow or another way?
