Make multi picker the field with "Event" in Raley Notifications Configuration page

Hi! 

It will be good to have multi picker for event field. 

The motivation based on the easy managing of the configuration.

At the moment, we met the problem with duplicated templates for different issue event.

I hope it will be good to have select2 field.
