Is it possible to make a form available for external people (unlicensed users) to fill out a form that is registered within a Jira project? If so, can you help me on how to do this?

It is not possible to share forms with unlicensed users in Jira.
For users to submit response in forms the have to be part of the userbase in jira. And they should have browse/create issue permission in that project.

The method for gathering information from unlicensed users in Jira is through the use of an issue collector. An issue collector is accessed outside of Jira, from another website, so the users would not be directly working in Jira to create the issues.

Adding to @Samuel Gatica _ServiceRocket_ 's response, for clarity can you tell us the type of project in which you want to add the issues? You can get that information from the Type column on the View All Projects page under the Projects menu.
