Make a field required when changing columns

How do I configure the following in JIRA:

When moving Bug -001 from the "In Development" column to the "Ready for Testing" column, I'd like for the developer to be prompted to fill in a new field titled "Resolution Fix" in which the Developer explains how they resolved the issue. 

Currently I can see that one can make a column required during creation on a Kanban board, but this is something that would be entered while the bug is moving around with Development, not the testers who would discover the bug.

The columns are a visual representation of transitions. You need to find the transition and use JSD or another plugin to make the field required during the transition

and if you are using Next-gen you add a rule under "manage rules"
