Checked roles group and permissions. Have Admin, Developer, User and site access. But for some reason not able to create issues. No links on pages of certain projects. Not sure why. Tried everything I know.
looks like to project Add ons permission scheme and the users scheme. That add ons permission scheme seems new. Any logged in user should be able to create issues based on this.

Did you check to see if the actual Permission Scheme attached to the Project had changed?
Can you send a screenshot of that?

Thanks for sending. That all seems fine. The add-ons must be there for any third party add-ons to work - they get added to all schemes when you install the add-on.
Are you the only one who can't create? Or can others create?
You might want to add in another group or project role for the Create Issues permission to the scheme to see if that makes any difference. The any logged in user permission should work, though.

I am the only affected by this change. Others have full ability to control. Tried adding a new project role and no luck. It's a querky issue. Such a basic thing to have a problem with.

Really weird. Have you tried the Permission Helper on the Permission Scheme? Also, maybe try adding a single user to the Create Issues portion and add your name.

I have tried the permission helper. I will screen shot it. I am unable to add/or edit to the create issues permission. Odd because I am an Admin. Let me poke around.

It says I have the permission. But no links or buttons or options to create within the project anywhere. Tried logging in and logging out but no option to create.

I do now thanks. I just never used it. I was using the Create + link on the bottom of the list and the other ways to create. I will use this. thanks for pointing it out.

Great - glad it helped get you back in business. I didn't realize you were doing it off of the list - I think there is an actual bug in Jira for that right now.
