Looking for time range filter

Need create a three filters (How many tickets are creating and closing in each shift. (filter should be dynamic, shouldn't change dates everyday/week/month)

Kindly advise on this.

Shift 1:  8:00 AM EST to 5:00 PM EST

Shift 2 : 2:30 PM EST to 11:30 PM EST

Shift 3 :  11:30 PM EST to 8:00 AM EST
