I have a script that compares our on-premise versions of Atlassian suite of products, with available patch versions in the Marketplace. I check the results of my script daily and since having this script in place for almost 2+ years, this is maybe the second time I've seen release notes not be available within 24hrs of release.
Since Atlassian is generally weak at updating the Fix Version for defects, esp. those that are backported to multiple versions of a product, I find using the Fix Version to be unreliable, but I guess will do in a pinch.
