Look and Feel Colours Configuration

Am I right that not all jira elements can be colour customized?

E.g. Filter results links are always still blue and header links (Project choosing, History etc.) are always white. Is at a bug or a 'feature'? Therea are some issues with it - I cannot choose white for header - the header text is not visible in that case etc.

I am afraid that is a bug! Same case is described in

and the issue is still open!

Of course the Look and Feel Confluence was deeply studied. The question is: not all elements can be customized?

As was described looks like that is a bug - customizable elemente cannot be changed. Can you please provide how the bug cab be opened or reopen? The similar issue is descibed in
