Login to a JIRA at another URL?

I am having trouble logging into another JIRA install.

• http://dtopinc.atlassian.net/secure/Dashboard.jspa works fine, I see my avatar and I can create projects and invite users (I am an admin)
• http://skoopinc.atlassian.net/secure/Dashboard.jspa does not. I get a blank dashboard.  When I click Login it redirects to the same page without prompting for credentials. 
• If I explicitly log out from the first URL, I still see the blank dashboard at the second URL, but the Login link prompts for credentials and then re-displays the blank dashboard. 

What are steps to troubleshoot and resolve?

This seems to be a JIRA Cloud instance on which you may need to contact someone to have that instance checked on the server side.
