Linking two test cases under the same project

I have a test case say test case-1. I am going to write another test case say test case -2, which has all the test steps from test case 1 . Similarly I have one more test case say test case 3, which also has all the steps from test case 1. In this case instead of writing the repeated step, is there any way to share the steps from test case 1 with test case 2amd 3.  I am new to Jira. Plz help.

do you use a special plugin (eg. xray, zephyr,...) for test management/writing test cases?
