Link text in comment box is not formatted to a hyperlink

STEPS TO REPRODUCE

1. Go to a comment section

2. Type "Google" and highlight it

3. Click on Link > External Link

4. Replace "www.example.com" with "www.google.com"

5. Save

EXPECTED RESULT

"Google" is a hyperlink to www.google.com

OBSERVED RESULT

"Google" is just a plain text.
