Link issues not working

When clicking the link issue button of a story, it does nothing. The input to link the task does not appear
Looking at the Jira configuration, I see that the option is active.
Are there any other options that the administrator above may have disabled?

Yes, I have checked the project permissions and added specific permissions to the admin and it still doesn't work.
Also create a new test project and it doesn't work either. It has to be from the Jira configuration, not from the project
