Limited on multiple cross-team members joining on project

I've started introducing the JIRA Software system to several business units in my organization. Many of the software development teams also use it but our business units rarely get access to their JIRA projects. Long story there.

Anyway, I'm introducing several teams to the Free cloud version of JIRA that is limited to 10 team members and I am hoping it gains lots of traction and I can take it to upper management to justify a acquiring professional licenses to use the software as a service. I really want to demonstrate the benefits for teams to share their workflow over Kanban boards and documentation within Confluence.

Ok, so my question. If I was to setup a new project on my team account and then several other business units setup their own JIRA team accounts - is the maximum number of members I can add to my project still 10? Do I have to add members from other JIRA teams to my own JIRA team (before adding them to the project)? - Therefore taking up the allocation of 10 members in the free plan?
