Is there a way to resolve this without using ScriptRunner?

With other apps, yes. Without apps, I don't think so. Are you open to using third-party apps?

Yes, don't include sub-taks issue types in your Issue Type Scheme that your project is using.

Why you questions states you don't want to create sub-tasks?

Sub-tasks can only be based on a parent, then can't be created without a parent, but if you want to limit this on specific parents, then no this is not possible without an 3rd party app like script runner
