Licensing floating/concurrent or per named users

We are investigating whether to choose Jira Data Center as our defect tracking tool on our closed, classified network.

Is the licensing for Jira Data Center per named users or floating/concurrent?

To expand on @Jack Brickey 's answer, your quantity of user licenses are based on the users you have defined in your Jira instance where those users have been granted licenses.

If you bought a license for 10 users, you would specify 10 of the defined users in your instance as licensed users. You could have as many users defined as you wished, but you would have to specify only 10 of them as licensed users. Those 10 licenses are consumed whether a particular user is logged in or not. Jira user licenses are not allocated based on the number of users currently logged in, but rather by the number of defined users whom you have specified as "licensed users".

You don't buy licenses for specific users, though.

You could change one of the 10 users from licensed to unlicensed, and you would then be consuming just 9 licenses. You could then specify another user as the 10th licensed user for your instance.
