License model - based on users or number of assets

We have only 3 person in our organization who takes care of all assets in our organization. They take care of provisioning all assets like laptops, desks etc. and managing them. These assets are spread in 60 different locations within the country. How may JIRA licenses should I buy?

Licence cost is calculating based on users in Atlassian products. For handling and managing IT assets, jira service management product will be the best choise for your organization. You won't have to provide licences to all employees, they will log in to your system as customers and your asset managers can take care of with hardware request tickets. If you want to use IT Asset management, you will need premium or enterprise plan.
