The system is asking me for the license of Jira-Core, so we have a license for Jira-Software (Jira+Agil) it's correct? we need a Jira-Core license?
I think that never we have sold Jira-Core and with Jira-Software and all works fine since now.

(temporarily I installed an evaluation license of Jira-Core to solve the problem)

I am sorry, I missed the email with your update.
The simple answer remains - it's because you have not installed a licence, and/or you have not granted people the rights to use it.
What licence have you added, and what group(s) have you granted application access to?

We only have 4 users all assigned to:
jira-users group
now we have:
JIRA Software 7.8.0 with 4 users assigned (with licence for 10 users)
And
JIRA Core 7.8.0 with 0 users assigned (Your JIRA Core trial will expire in 2 days)
How can i install a correct licence? or grant people the rights to use it?

No, you don't need Core licences.
There's probably several ways to think of this, but I like to describe it simply as "A Jira Software (or Jira Service Desk) licence includes a Core licence for the user".
Technically speaking, you do have Core - it's the platform Software runs on top of. Your licence to use it is included in your Software licence.
