So I've understood there is a global permission (browse) that solves this on a global level, but this is "all or nothing" in terms of viewing and searching out other users. Within a project, we only want the users within that project to tag each other. So if we have Project A and an assigned set of users to it, we want all of those users to be able to tag eachother, but not to be able to tag users from Project B.
Is there any way of doing this?

Currently, it's not possible to restrict the browse users and groups permission to list only people in a specific project.
