Last login mare than 3 month

Is there any way  to have the list of users/emails for people who has created issue for the last 3 month?

You could follow the KB Retrieve last login dates for users from the database to help find a list of users sorted by their last login date.   However this guide does presume that you're using Jira Server (not Cloud) and that you have access to the SQL database that Jira is using.

This would at least show you the last login information for accounts.  This isn't exactly the same as the list of users that created an issue in the last 3 months, but it's a start.
