Kanban board users

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have setup kanban board, but in the list of available users I see more people than really have any tickets.
So, I have setup filter for kanban board just to show ticket for 2 users, but it does not help.
What's wrong, how I can show just user filter, which are related to selected tickets?
