Jira workflow - & permissions

I'm wondering if I can set my workflow so only certain users or groups can move an issue to the next step, depending on which step it's currently on? My management does not want the developers to able to advance an issue past a certain point in the workflow.

Of course you can,

use conditions on workflow transitions.

Yup, that's exactly what "conditions" are for. The doc covers it neatly, but you can jump straight to conditions
