Jira validator to transition of an issue status..through jira or java plugin

Suppose I tried moving an issue to LEAD status. When I am trying to move the issue to Build,it should check validation that this transition can happen only after 6 minutes after it is moved to lead

I do not think it is possible to have a transition validator that is based on the amount of time spent in a status (nor are there any plugins that I am aware of that can perform this), so I raised a Suggestion for this here : JRACLOUD-70047 - Have a transition validator based on time spent in status
