Jira software cannot tag other users in his project

I have created a user he can see issues but does not have an ability to tag other users in his project

Welcome to the Atlassian Community!!!

This is usually happening because people don't have global permission to browse users and groups.

You can check that setting (if you have admin permissions) at

<your site>.atlassian.net/secure/admin/GlobalPermissions!default.jspa

thanks a lot Mayur. It helped. By default the Jira Software users group did not have this permission for a User role and the issue is sorted now.
