In my opinion, 'Assignee is' field is something wrong.
I can't search user in 'Assignee is' field. I can check only 'updated' value.
Is it expected feature or bug?

The section you show in the screenshot is the action that triggers a notification. The only action that can happen to the assignee field is that it is updated. So this is expected behavior for that portion of the rule.
What you'll want to do is filter the results, which is done in the section above that:
You can see the default filters are for the issue type and priority. You'll need to use the Switch to JQL link to filter by assignee:
Once it's in JQL mode, the field will help you auto-complete the JQL and let you search for users. Note that while you can search by name, once you've clicked a name, it will convert to the user's ID in the field. This looks like a random string of letters and numbers (as seen in 'first' assignee in the JQL in the screenshot)
