Jira report for tracking Service Desk metrics

I have been trying to produce a report in Jira to track the number of requests each payroll associate has been assigned to, completed, and their time to response for Service Desk Requests. I was able to build a report to show the number of requests by region, but seem to not be able to build reports with payroll associates being pulled. Does anyone have insight on how/if this could be accomplished?
