Jira often not starting. Help needed.

I have trouble starting my self-hosted Jira Software on an Ubuntu 16 LTS with Postgres DB.

When rebooting the server, it does not start any more. When stopping and starting later on it starts just sometimes.

Message in browser:

System plugins failed to start: We haven't been able to start all the required system plugins

We couldn't start the following plugins:

  • Atlassian Jira - Plugins - Project Config Plugin (com.atlassian.jira.jira-project-config-plugin)
  • Gadget Directory Plugin (com.atlassian.gadgets.directory)
  • Atlassian Jira - Plugins - Gadgets Plugin (com.atlassian.jira.gadgets)
  • Atlassian Jira - Plugins - Global Issue Navigator (com.atlassian.jira.jira-issue-nav-plugin)
  • Atlassian JIRA - Plugins - Quick Edit Plugin (com.atlassian.jira.jira-quick-edit-plugin)
  • Atlassian Jira - Plugins - REST Plugin (com.atlassian.jira.rest)

Log analyzer says:

APPLICATION RESTART
ERRORJIRA applications System Plugin Timeout While Waiting for Add-ons to Enable14 hours ago864 matches, last match on line 142233
ERRORJIRA Startup Fails from application context error14 hours ago864 matches, last match on line 142233

ERRORJIRA log flooded with java.io.IOException: Broken pipe FIXED IN AVAILABLE IN JIRA CLOUD16 hours ago2 matches, last match on line 132308

What I tried:

  • Upgrade to 7.12.3 (latest working version for scriptrunner) > did not change anything
  • Memory Allocation > should not be a problem (just 600 issues)
  • Anti-virus > none
  • Corrupted plugin cache > .bundled-plugins and .osgi-plugins deleted
  • Incompatible JAVA version > 1.8.0_181-b13
  • Plugins disabled in database
    "com.atlassian.labs.hipchat.hipchat-for-jira-plugin";"false"
    "com.atlassian.plugins.base-hipchat-integration-plugin";"false"
    "com.atlassian.plugins.base-hipchat-integration-plugin-api";"false"
  • Plugins require more time > -Datlassian.plugins.enable.wait=300

Any help appreciated to get my jira instance up and running smoothly again.

Thanks. I already tried the workaround - no effect. Power should not be an issue on a 3.3 GHz Xeon, 8GB Memory and SSD. Shortly after the start Jira CPU Usages drops below 1% and IO below 8%. If it starts flawlessly it is starting up fast.

Still needing help. Any Atlassian developers or support staff around?

Possibly, but you need to try increasing the time-out as mentioned in the doc (you've tried the other stuff, but I just realised there's it's the one thing you have not spoken about)

Do you mean adding the -Datlassian.plugins.enable.wait=300 argument for startup?

Did not find a solution yet. Any idea to get rid of that issue?
