Few users are not receiving JIRA email notification even though its set to "Notify me" in the profile page

just because they have notify me in their profile does not mean they will get notified of all issues/events for all projects. notifications are controlled at the project level (generally speaking). Check the specific project > project settings > notifications and verify the users are in one of the roles/groups that will receive notifications for specific actions.

Best way to find out would be to use the Notification helper, you can find this under Settings:

System --> Settings --> Notification helper
