Is there any option to create some sort of notification/popup once a change has been made in a Jira page?
There are more users with access to the page and I need to control who is modifying the data in real time.

No, there's no way to do this, even with Scriptrunner (you could use that to add a button people can click to pop a screen, but that's not going to happen on edits).
If you need to control people's access, popups are the wrong way to do it. Jira already has a fine-grained permission scheme in it - you should be looking to that to control who can do what.

Natively there is no such functionality. You maybe able to create something using scriptrunner. There also maybe apps that do something similar. I found this app: https://marketplace.atlassian.com/apps/1217318/inbox-in-app-notifications-for-jira?hosting=datacenter&tab=overview
But not sure if it fully meets the needs. I do see you are currently on server, please keep in mind server support ends in January, this includes for 3rd party apps.
