What you're seeing is the "new, streamlined Create experience in Jira".

As stated in the linked article, you're supposed to work with slash ("/") commands now. Formatting of text can be done via the hover menu when selecting text.

Having tested this right now you're still able to revert to the old experience via

Note: Admins can also revert their site to the previous create experience via Settings > System > General Configurations, then set "Simple Create as Default" to off. This applies to the entire site
