Looks like no Jira supports this version of Tomcat.
Why do you need this specific version of Tomcat? Atlassian has not supported its own Tomcat for some time.

Oh, OK, so in that case you don't have to be afraid to go to the latest version of Jira (8.15.0) where the correct version of Tomcat is
