Jira locked-Http error

While launch in Jira browser, I am getting this error message as HTTP Status 500 - Exception occurred while rendering template 'templates/jira/appconsistency/jiralocked.vm'.Please suggest the solution

That suggests that there's quite a lot wrong with your installation of JIRA.  The "jiralocked" vm is supposed to be there to say that the system thinks it has run into a severe issue in the installation, but as it's not able to serve that up, there's something even more wrong.

Check the logs on the server - look for <JIRA home>/logs/atlassian-jira.log and <JIRA installation>/log/catalina.out
