Jira is slow, how can I ensure we are running on an EU Cloud instance and not US instance?

Jira is running slow.  We guess it is running on the US Cloud and not Europe.  How can we check and if it is running in the US, change it to be hosted in Europe?

In the Free version you cannot. You might find this link useful - Adjusting-Data-Residency

Interesting indeed.  Even though we can't "select" it, our site is hosted in the Global domain.  Does that mean the content is replicated or does it mean that the hosting of the content is random?  Most of this hosting documentation seems to refer more to security than performance, is the "global" aka default configuration smart enough to move our data to a place closest to where we consistently access it?  Thank you.
