Jira has different layers of Administrator. You are a Project Admin within your Team-managed Project - but from an instance-wide perspective, that makes you a normal user.
However, to install an App on your instance, you need to be an Organization or Site Admin.
You'd be best to contact your Admin team (this might be IT Support or similar) and ask them if they'd install this App for you!

Jira admins are the ones who have the Administer Jira global permission. This also involves installing the apps as well. If you are not the Jira admin, you would need to contact them in order to install the app for you.
