Jira is not deleting all watchers behind the scenes

So i have been cleaning up our Jira board and removing watchers from Closed items, but for some reason a few Jira issues do not fully delete all watchers. I have a Filter App on my dashboard looking for Closed items that still have watchers and even though i deleted all watchers a couple of these Jira issues still show up in my filter.

Example:

When i extract the Jira issue as a XML file it shows:

Even though the issue itself is showing 0 watchers as seen in the first picture

How can i solve this problem?

@Joris Bekker Welcome to the Atlassian community

Could be one of two things possibly.  The watcher could be a deleted user so they are not showing up on the issue but still are on the issue in the XML or you need to wait for a reindex.  When you export via XML does it show the user ID?
