I am trying to clean up the project, now getting in maintenance mode.
There are way too many label values created and which makes it hard to see all options with too long list that we don't need.
I tried to see in project setting, where I can delete/edit FixVersion and one other field, but i don't see a way to clean up 'labels' values.

labels are system-wide not per project. To completely remove a label you must find and remove every occurrence from all issues. You can use bulk edit to find and remove all occurrences.

I removed one value of 'labels' field from all the issues. But the system still offers that as an option when trying assign a value to the labels field.

so if for example you have a label named "tested" and you search for any issues with that label using this query - labels = tested then nothing is returned but if you edit an issue and start typing "tes" then "tested" appears?

I have not seen this in the past. Is it possible that some issues were deleted that had that label. This might explain why you're seeing the behavior.

I checked with query. Labels = <value> and got no results.

I logged in again, and cleared browser data/cookies etc. That fixed it, now it does not offer old value in options.

I recommend for you to use this plugin to manage/edit/delete label value from the system
