Hello @沈晓东 

I understand that you are unable to complete the signup of this cloud site. Based on the error message, and your account details that I can see, I believe this is happening because you are located within mainland China.  As such there are certain captchas which might not be displaying on this page to you because of the great firewall of China.

I am afraid we don't have a clear solution for this.  I would recommend trying to connect to a VPN that would route your traffic to a different country.  From there you should be able to complete the sign up process.

Hey,

I tried using the same site name myself and until the very last click I don't see anything that points to the same error. I don't want to actually create the site (stealing your name ;)), so I don't know if the error would popup only after clicking the Create button. 

You might try logging in to atlassian.com first (https://id.atlassian.com/login), and then try to create the site in question. I believe you have to be logged in to be able to continue and actually create a site. Maybe it's failing there?

I have also requested support from Atlassian themselves (as support here is generally only provided by other users like you, not people working for Atlassian). Only they can see in the backend if there is any other issue causing you to get stuck here :)
