I am trying to backup and import the data in our sandbox environment.
I am successfully able to get the backup in sandbox but it contains prod data also (may be it is mirrored).
When I try to Import data with the same zip it is throwing the error as "The number of users you are importing is more than the number of license you have in this cloud site ..."
Help us how to get this resolved ?

Just to clarify? Are you trying to restore a production backup to your sandbox environment (available on the Premium subscription)
If so, you're better of using the build in "copy production data" feature of the sandboxes

If you are however trying to restore a backup from a site to another site (which you use as a sandbox) then you'll indeed have to make sure the licenses of the "sandbox" site are able to contain the users and data of your backup.
Could you clarify your scenario a little?

No no, we have sandbox site it has very few data, I did the backup of sandbox site (it contains all data as prod). With that backup zip if I try to import it is throwing me that license error.
Want to test the backup scenario and make some test in sandbox but faced in license error.

I'll have to apologize but I'm still not fully grasping what site you are creating a backup from and on what site you are trying to restore it.
First you mention the sandbox has very few data and then you mention the sandbox backup has all prod data?
What backup scenario are you trying to test?

Your best bet is to directly talk to Atlassian support.
