I have an automation rule that updates a main ticket fields based on criteria.
So it edits the story.
But, I then I have another rule, that if "value changes on fields" on story then...
But, it is not triggering.
So, basically, does "Values Change for" on edit. Does that catch a previous rule that, "edited" the story to update that field?

By default, the actions of one rule do not trigger other rules. That is to prevent errors and looping situations.
When you intentionally want one rule's actions to trigger others, please enable this option in the rule details for the "downstream" rule:
Check to allow other rule actions to trigger this rule. Only enable this if you need this rule to execute in response to another rule.
