Jira Watcher

Good afternoon,

I have a question about Jira, particularly the area Watchers. If I want to create a new permission for a project, I have the choice of whom to apply the permission (Reporter, Group, Single User, etc.).
Is there a way to select All Watchers for this step? Or is there a plugin that offers this possibility?

All Watchers list is available in Notification Schemes, but not in Issue Security and Permission Schemes.
