Jira Unable to login using recovery_admin

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
We have recently migrated our Atlassian infra from one server to another. After migrating to the new server we can't able to login with the local admin user.
I have tried resetting the password by doing below steps:
1) Stop Jira
2) make the below entry in/mnt/data/opt/atlassian/jira/bin/setenv.sh file
JVM_SUPPORT_RECOMMENDED_ARGS="-Datlassian.recovery.password=test123"
3) Restart Jira
When I try to login using recovery_admin it keeps going back to the login screen and I don't see any error on the page
