Jira UI not working :(

Does anyone have any idea what the resolution to this issue I am having might be? 

The content displays on screen, but I am unable to interact/scroll with any of it. 

Using: Chrome Browser version Version 68.0.3440.84 (Official Build) (64-bit)

I have tried clearing Caches and have removed Add-ons. What am I missing?JiraIssue_UI.PNG

This is very strange to see. It is as if there was a css style sheet that did not load in your browser.  You mentioned this was Chrome, but are you running any extensions in Chrome?

I'd be interested to see if you can use the developer tools in Chrome to recreate this problem and then look in the browse console log in order to see what elements are failing to load.

Does this problem happen in other browsers?  Like Firefox or IE?   What about if you use Chrome, but enable an incognito session first?  Does it look better there?  Incognito mode tends to disable user extensions and also not load any existing cookies/cache from that site.
