[Jira] - The change in the position of the TODO button in Jira

Can you tell me why in some projects the TODO button is on the right, while in others it is on the left? Most of the time, it appears on the right, but somehow it has moved to the left and is now positioned below the Topic of the Tasks. This is causing confusion for users in my company.
