Is it possible to purchase Jira Software at the Premium level, but Confluence at only the Standard level?
What about having Jira Software at the Premium level and Jira Service Management at the Standard level?

It is possible to have Atlassian products at different levels. You just need to ensure that you purchase them at the level you would like. So yes to both of your questions.
